Sphinx and reStructured Text

I am assuming that the Chapel documentation is done with Sphinx.

Are there any guidelines for its use within the project?

The Chapel documentation is done using chpldoc, which does use Sphinx under the covers. You can find documentation on that here: Thanks, Lydia
