Pin Archlinux portability testing to LLVM 22 (#29481)
Pin Archlinux apptainer portability testing config to use LLVM 22, as 23
is now the default in Arch and we don't support it.
Archlinux made this update 2 weeks
ago,
but it only started failing for us last night, probably because of an
outdated mirror.
