As of 1.24.1, Chapel Docs on this doc page lists clang-included as a valid value for environment variables CHPL_HOST_COMPILER or CHPL_TARGET_COMPILER.
This Discourse discussion indicates that the clang-included value should be moved to an implementation-detail note block or removed completely from the user-facing documentation.
