Use fromJSON to interpret 'true'/'false' string as boolean (#29483)

Although after Fix syntax error in should-build-ci-container condition by arifthpe · Pull Request #29482 · chapel-lang/chapel · GitHub this
expression is now evaluating to 'true'/'false' correctly, it is
doing so as a string value (which is always truthy due to being
non-empty) rather than a boolean; fix this by wrapping it in fromJSON.
