Turn on Qthreads testing in the multilocale playground (#26882)
[trivial-ish, reviewed-ish by Jade last week in #26870]
This turns Qthreads testing back on in the multilocale playground now that we've merged GASNet testing and tested that the playground's status remains blue when it's unused.
