Switch to using a '.timeout' file for SHOC Triad, not '--walltime' (#29485)
The flag --walltime is a slurm-only flag that breaks some testing
configurations. Use a .timeout file instead (thanks Jade!). Ran a GPU
test as well as GPU=cpu and things seemed to work well.
