Merge pull request #17933 from daviditen/source-llvm-setup-whitebox
Source LLVM setup scripts from common-whitebox test script

When I tested the scripts locally I had the LLVM setup done already in my
environment so I didn't notice that it wasn't set up in the script. Add it
to the script now.
Revert #17940 which reverted #17930 and #17926.
