remove nightly_email.pl and sourceforge from mailing scripts (#25467)
In support of https://github.com/Cray/chapel-private/issues/2950, remove
the variable that contained sourceforge address from the
nightly_email script. Also per
https://github.com/Cray/chapel-private/issues/6153, delete the
nightly_email.pl script in favor of the currently used
nightly_email.pm file. Fixes small typo that referred to
nightly_email.pl in help output.
