Remove actions: write permissions for paratests (#29508)
Remove the now-unneeded actions: write permission for (transitive)
users of the GA paratest workflow.
This PR removes whole permissions blocks because many of them only had
to be fully written out to not override the default read permissions
we set in most workflows, which almost all jobs do actually need.
This permission was granted due to adding an intermediate artifact
deletion step to the paratest workflow in
Delete individual dir results files after paratest aggregation by arifthpe · Pull Request #29338 · chapel-lang/chapel · GitHub. It is no longer needed
as this deletion is now done by a separate workflow_run workflow which
triggers after a paratest as of
