Prevent core files in ga-paratest
We've had a few tests fail in the CI (specifically the GASNet segment-fast tests) due to what looks to be the test running out of memory in strange ways.
I traced this to a side effect of other tests crashing (either intentionally or not) and then generating large core files, which consumes the limited memory resources of the image. This mostly affects segment-fast, since that registers/pins memory.
To prevent tests crashing bringing down other tests (and since we have no use for them anyways), this PR prevents core files from being made.
