Move arkouda-smoke-test to Full checks tier (#29282)
Move the arkouda-smoke-test job to the Full tier so it isn't
pre-merge, since it can fail when Arkouda's main breaks regardless of
what's happening in a tested Chapel PR.
Future work:
- Add a pre-merge version of this job which tests against the released
Arkouda version.
