Install python frontend bindings before building arkouda (#25599)

As of Remove support for pre-2.0 versions of Chapel by jeremiah-corrado · Pull Request #3477 · Bears-R-Us/arkouda · GitHub, the Chapel
frontend bindings are required to build Arkouda. This is needed to
support a build script that handles the new registerCommand and
instantiateAndRegister annotations added in
Automated command registration by jeremiah-corrado · Pull Request #3371 · Bears-R-Us/arkouda · GitHub.

This PR adds a step to pip install the frontend bindings as a part of
the nightly testing setup for arkouda.
