Merge pull request #17998 from vasslitvinov/ic-seed-ht-tests
IFC: prep for hashtable tests
I am adding unmodified versions of ChapelHashtable.chpl and
test-chpl-hashtable.chpl as tests. I will use these versions
as a baseline to compare against in my upcoming interfaces PR.
