Fix syntax error in should-build-ci-container condition (#29482)

Fix a syntax mistake of extraneous closing brackets in the middle of the
expression for SHOULD_BUILD, which appeared to be causing it to always
evaluate to true/truthy.

Example output from a
job
that erroneously determined this should run:

echo 'should-build=false == '
