Build frontend shared library before building arkouda in nightly testing (#25623)
This will prevent warnings about -lChplFrontendShared not being
available when building arkouda in nightly testing.
Note: Soften `chapel-py` requirement for building server by jeremiah-corrado · Pull Request #3525 · Bears-R-Us/arkouda · GitHub removed
chapel-py as a dependency for building Arkouda, so it currently builds
without ChplFrontendShared being available. The goal is to get it
building properly in nightly testing and then potentially revert 3525.
