Merge pull request #17956 from lydia-duncan/skipChpldocTests
Add skipifs to these tests and directories when the Python version is too old
[test change, not reviewed]
Otherwise these tests generate warnings in configurations where the Python
version is too old (which is helpful, but we know about the problem so we don't
need to see the warning)
Checked that the base one doesn't prevent running in my normal setup. Checked
a full paratest for the rest.
