add CI to check that basic python scripts will work with python 3.5
Adds very basic CI to check that printchplenv will work with Python 3.5.
Resolves https://github.com/Cray/chapel-private/issues/6105
Future work should consider building a Python 3.5 from source and building Chapel in that environment, but this is a smaller patch that should get most of that same value with less maintenance.
