Add and use actionlint config file for ignores (#29276)
Add the .github/actionlint.yml config file and use it to configure
ignored patterns for actionlint.
Default config initially generated with actionlint -init-config per
actionlint/docs/config.md at v1.7.12 · rhysd/actionlint · GitHub.
