Hi Chapel Developers —

I am developing a Socket Library as a part of Google Summer of Code 2021 which will provide higher-level socket constructs based on C System Calls under the hood for supporting several networking protocols.

To facilitate easy discussion on the API Design on Socket Library, I have created a Draft Pull Request with API Design Doc to provide in your reviews on individual sections by reviewing the Pull Request.
