Use inputs to reduce uses of hardcoded CI image name (#29467)
Replace occurrences of the explicit CI image name
ghcr.io/chapel-lang/chapel-github-ci:latest (including those with some
parts interpolated) in reusable workflows with a defaulted
inputs.CHAPEL_CI_IMAGE.
We could reduce the number of times this is hardcoded further by only
setting it in our top-level triggering workflows, then passing that
value into called workflows, but that would increase the amount of
boilerplate needed at each call site, so I didn't do it.
