Merge pull request #18684 from bradcray/notcompiler-dont-make-chpldoc
stop having 'notcompiler' make 'chpldoc'

Currently, 'notcompiler' attempts to build 'chpldoc' which seems
contradictory since 'chpldoc' requires building the compiler.
This removes that rule.
