Merge pull request #19461 from mppf/remove-old-chapelLanguageSpec
Remove chapelLanguageSpec.pdf
For some time now the spec has been maintained as .rst files.
However we still have an old PDF version of the spec checked in.
This PR removes it to avoid confusion.
Old specs are still available here: Documentation Archives — Chapel Documentation 1.25
