Remove `actions: write` permissions for paratests (#29508)

Remove the now-unneeded `actions: write` permission for (transitive)  
users of the GA paratest workflow.

This PR removes whole `permissions` blocks because many of them only had  
to be fully written out to not override the default `read` permissions  
we set in most workflows, which almost all jobs do actually need.

This permission was granted due to adding an intermediate artifact  
deletion step to the paratest workflow in  
[Delete individual dir results files after paratest aggregation by arifthpe · Pull Request #29338 · chapel-lang/chapel · GitHub](https://github.com/chapel-lang/chapel/pull/29338). It is no longer needed  
as this deletion is now done by a separate `workflow_run` workflow which  
triggers after a paratest as of
