Merge pull request #16786 from bradcray/refresh-getting-started
Refresh GettingStarted.rst
[trivial, not reviewed]
While reviewing new hire documentation, I found that this file was
feeling pretty stale, yet we still point to it. Took a refresh
pass over it as a result. Note that ultimately, it should probably be
combined with ContributorInfo.rst and the like (issue #16679).
