Pin Archlinux portability testing to LLVM 22 (#29481)

Pin Archlinux apptainer portability testing config to use LLVM 22, as 23  
is now the default in Arch and we don't support it.

[Archlinux made this update 2 weeks  
ago](https://gitlab.archlinux.org/archlinux/packaging/packages/llvm/-/commit/7f7f42795ecfa96f07877644fe590767435fcf9a),  
but it only started failing for us last night, probably because of an  
outdated mirror.
