Fix syntax error in should-build-ci-container condition (#29482)

Fix a syntax mistake of extraneous closing brackets in the middle of the  
expression for `SHOULD_BUILD`, which appeared to be causing it to always  
evaluate to true/truthy.

Example output from [a  
job](https://github.com/chapel-lang/chapel/actions/runs/37038878960/job/110943789089?pr=29481)  
that erroneously determined this should run:

echo 'should-build=false == '
