docs(build): add verbose and quiet flag docs (#21920)
This PR adds some documentation for the new VERBOSE and QUIET flags that
were added as Makefile options in PR
fix(build): quiet the build output, add verbose option by arezaii · Pull Request #21700 · chapel-lang/chapel · GitHub.
While here, updated capitalization on Makefile to be consistent within
doc.
