Merge pull request #18078 from Maxrimus/vChngAuto
Adding scripts for automating version change
This adds two scripts for automating the version number change during release. One before release branch creation, and one after. These are to be run manually for now during release procedures, hopefully to be added to an automation pipeline later down the line.
