Merge pull request #17093 from e-kayrakli/add-missing-good-file

Add the missing .good file for a new future

This future was added in Improve locality-based compiler optimizations by e-kayrakli · Pull Request #17035 · chapel-lang/chapel · GitHub, but
without a good file. When the feature requested is added, the output might be
slightly different than the good file I am adding here. It’ll need to be
adjusted.
