Resolves [https://github.com/Cray/chapel-private/issues/6105](https://github.com/Cray/chapel-private/issues/6105) Future work should consider building a Python 3.5 from source and building Chapel in that environment, but this is a smaller patch that should get most of that same value with less maintenance.
